T Tujuan dan Metode - tujuan dari penelitian ini adalah menganalisis faktor yangmempengaruhi kinerja pegawai menggunakan metode campuran, wawancaraterhadap lima nara sumber dan analisis model menggunakan Structural-EquationModel-Partial-Least-Square dengan data 180 responden Aparatur Sipil Negara(ASN) dan Prajurit TNI.Temuan - Hasil penelitian menunjukkan model memiliki kecocokan yang baikdengan SRMR = 0,071 (< 0,08), korelasi antar variabel yang moderat hingga kuat(R = 0,73), dan koefisien determinasi model yang kuat (Efikasi 73% dan Kinerja66%). Inferensi model menunjukkan bahwa Kementerian Pertahanan memerlukanpenekanan dalam memformulasikan kebijakan manajemen SDM terhadappentingnya faktor-faktor yang berpengaruh terhadap Kinerja, yaitu: Strategi Karirindividu (efek total=32%), Kecerdasan (efek total=30%), Efikasi (efek total=18%),dan Perilaku Hubungan antar Personil (efek total=20%). Faktor Perilaku Hubunganantar Personil (prajurit TNI dan ASN) yang awalnya terbentuk dari kebijakan yangkemudian menjadi norma budaya kerja, terbukti efektif meningkatkan kinerja.Sedangkan Efikasi terbukti signifikan mempengaruhi Kinerja dan sekaligusmerupakan mediator dari faktor Kecerdasan, Strategi Karir Individu, dan PerilakuHubungan antar Personil terhadap Kinerja. Faktor Efikasi personil di Kemhandipersepsikan secara khusus dan lebih memperoleh penekanan dalam penelitian initerkait misi organisasi pertahanan negara yang kompleks-dinamis dan perannyasebagai mediator dalam model penelitian yang terbukti signifikan.Implikasi/Batasan Penelitian – Implikasi praktikal dari temuan empat faktorsignifikan penelitian ini dapat menjadi referensi dan perlu mendapat penekanan(atensi) dalam memformulasi kebijakan manajemen SDM dan pengambilankeputusan terkait HRD di Kemhan. Implikasi teoritikalnya adalah hubunganprajurit TNI dan ASN di Kemhan dapat dijadikan raw model. Penelitian selanjutnyadisarankan mengkonfirmasi model dengan konstruk spesifik lainnya mengingatfaktor kepribadian bersifat multidimensional, atau meneliti faktor lebih detil,misalnya: Coping, Leadership, basis kompetensi KSA (Knowledge, Skill,Abilities), dan dengan data longitudinal.Orisinalitas/nilai - model menunjukkan pemahaman keseluruhan tentangbagaimana faktor kepribadian personil (pegawai sipil dan militer) mempengaruhikinerja pada budaya organisasi unik lingkungan sipil-militer.

O Objectives and Methods. The purpose of this study is to analyze the factors thataffect the performance of the Ministry of Defense (Kemhan) employees consistingof State Civil Apparatuses (ASN) and TNI’s Soldiers and use interviews with fiveinformants and analysis using Structural-Equation-Model-Partial-Least-Squarewith 180 respondents.Findings. The results of the study show that the Work Stress and Job Burn-Outfactors of soldiers in the Ministry of Defense (due to the task transition and workculture transition from a purely military environment to a civil-militaryenvironment) have proven not to affect Performance. While the factors thatinfluence dominantly on Performance, namely: Individual Career Strategy,Intelligence, Efficacy, and Personnel Relationship Behavior. Intelligence is thepersonality factor of Soldiers and ASN that most strongly influences Performance.Meanwhile, Soldiers perceive the Individual Career Strategy is a factor to beparticularly crucial given the differences of the organizational structure of theMinistry of Defense from the TNI Headquarters and Force organizations so thatthey perceive it as an attractive chance of their career option. Specific factors fromthe results are Personnel Relationship Behavior (Soldiers and ASN), which wereinitially formed from policies which later became norms of work culture and provedeffective in improving individual performance. While Efficacy is proven to affectPerformance and, at the same time, significantly is a mediator of Intelligence,Individual Career Strategies, and Personnel Relationship Behavior towardPerformance. The research perceives the Self-Efficacy of personnel in the Ministryof Defense is a specific construct to be tested as a mediator, given that thecomplexity of the Ministry's mission and the dynamic tasks of national security,requires personnel who have high self-confidence.Research Implications/Limitations. The findings of this study have practicalimplications for HR management policies in the Ministry of Defense and havetheoretical implications where the behavioural relationship of Soldiers and ASN inthe Ministry of Defense can be referred to as a raw model. Future studies aresuggested to confirm the model with other constructs given the multidimensionalityof personal behaviour factors.Originality/Value. This model shows an overall understanding of how thepersonality factors of Soldiers and ASNs affect their performance as they worktogether in a unique single organizational culture - the civil-military environment.At the same time, they must compete fairly in career positions, albeit different rules.
