B Bandar Udara Internasional Raja Haji Fisabilillah merupakan bandara provinsi yang terletak di Kampung Mekarsari Kelurahan Pinang Kencana Kota Tanjungpinang, Provinsi Kepulauan Riau.Bandara ini memiliki satu landasan pacu dengan dimensi 2.256 m x 45 m. Tujuan dari penelitian ini adalah untuk mengetahui intensitas kebisingan pada kawasan Bandara terutama pada lokasi di sekitar area landasan pacu dan pemukiman sekitar area landasan pacu, menghitung indeks kebisingan dengan metode WECPNL (Weighted Equivalent Continuous Perceived Noise Level) dan membuat Kontur Tingkat Kebisingan (Noise Level Contour), mengetahui intensitas kebisingan pada setiap titik sampling di bandara sesuai dengan ICAO (International Civil Aviation Organization), dan membuat kontur tingkat kebisingan (Noise Level Contour) di sekitar area bandara. Teknik pengambilan data dilakukan menggunakan Sound Level Meter untuk mengukur intensitas kebisingan pesawat saat tinggal landas dan mendarat di 12 titik pada bulan Oktober 2016 – November 2016. Titik pengukuran ditetapkan berdasarkan ICAO (International Civil Aviation Organization) dan menghitung indeks kebisingan menggunakan metode WECPNL (Weighted Equivalent Continuous Perceived Noise Level). Hasil penelitian menunjukkan bahwa intensitas tertinggi terletak pada kawasan bandara terutama titik 3 dengan jarak 300 meter dari sumber bising yang merupakan posisi awal pesawat (Starting Point) yang memiliki intensitas sebesar 95,2 dB(A) dan titik 4 berjarak 300 meter yang terletak di luar kawasan bandara yang memiliki nilai sebesar 88,6 dB(A. Hasil WECPNL memiliki nilai yang berbeda tiap titik. Titik 3 memiliki nilai sebesar 75,30 dB(A), menurut Keputusan Menteri Perhubungan No 48 Tahun 2002 titik 3 jarak 300 meter dari sumber bising termasuk dalam kawasan tingkat II. Berdasarkan hasil intensitas kebisingan tertinggi di dalam kawasan area bandara dihasilkan oleh pesawat Boeing 737-500 sebesar 95,2 dB(A)dan intensitas kebisingan terendah ada di titik 12 sebesar 37,2 dB(A). Hasil dari peta kontur menunjukkan titik 3 yang memiliki nilai sebesar 75,3 dB(A) dan termasuk dalam kawasan tingkat II yang mana sudah memenuhi dengan standard yang diharuskan. Saran yang diberikan antara lain perlu adanya penanganan lebih lanjut untuk meminimalkan intensitas kebisingan di pemukiman terutama pada titik pengukuran 4,5,6 dan 7 karena titik ini memiliki intensitas kebisingan yang cukup tinggi. Penanganannya dengan pemaasangan penghalang kebisingan seperti menanam lebih banyak pohon disekitar pemukiman sebagai pengendali bising pada media rambatan akibat aktifitas pesawat terbang.

R Raja Haji Fisabilillah International Airport is a province airport located in Kampung Mekarsari, Pinang Kencana District, Tanjung Pinang City, Riau Islands Province. This airport has one runway with a dimension of 2,256 m x 45 m. The aim of this study is to determine noise intensity at the airport area especially in the runway area and habitation nearby, to calculate noise index using WECPNL (Weighted Equivalent Continuous Perceived Noise Level) method and to make Noise Level Contour, to identify the noise intensity in each of the sampling point at the airport based on the International Civil Aviation Organization, and also to make Noise Level Contour at the airport surrounding area. Data was obtained by using a Sound Level Meter as one of the technique in order to measure noise intensity of the aircrafts during takeoff and arrival in 12 different locations throughout October until November 2016. The measurement point was set based on the International Civil Aviation Organization and noise index was calculated by using Weighted Equivalent Continuous Perceived Noise Level. The result of this study shows that the highest intensity was located at the airport area especially at point 3 which is 300 meters away from the noise source which has been considered as the starting point of an aircraft and had the intensity value of 95,24 dB(A) and also point 4 with a distance of 300 meters located at the outside of the airport area and had the intensity value of 88,6 dB(A). WECPNL has different results in each point. The value showed at point 3 was 75,3 dB(A). According to the Amendment of The Ministry of Transportation No. 48 in 2002, point 3 with a distance of 300 meters from the noise source was counted as second level area. Based on the noise intensity result, Boeing aircraft 737-500 was considered as the highest in the airport surrounding area, which is 95,2 dB(A) and the lowest was at point 12 with a value of 37,2 dB(A). Mapping contour shows that 3 areas of noise and point 3 with 75,3 dB(A) were considered as second level area and were complied to the standard required. A suggestion given among other things is the need for a much further treatment in order to minimize the intensity of noise in residential areas especially around Merpati Kampung Sidojadi Street, Batu IX district and Radar Kampung Bangun Rejo Street, Batu IX district because those points are very close with the aircrafts while taking off. This problem can be solved by planting more trees around the residential area and insula as noise controlling in the media due to the propagation of aircraft activities.
