S Sebuah konsep baru dalam navigasi penerbangan telah dikembangkan dandiumumkan oleh ICAO untuk meningkatkan keselamatan, kapasitas, efisiensi, sertakeberlanjutan sistem transportasi udara global. Konsep ini mengadopsi sistemCommunication, Navigation, Surveillance - Air Traffic Management (CNS-ATM)dengan fokus pada penerapan sistem Performance-Based Navigation (PBN).Tujuan penelitian ini untuk menganalisis dan mengkaji beberapa aspek, yaitu: (i)dampak penerapan prosedur PBN dalam mendukung tujuan bisnis transportasiudara berkelanjutan dan pengembangan infrastruktur navigasi penerbangan; (ii)pelaksanaan navigasi penerbangan di Indonesia sesuai standar dan praktik yangdirekomendasikan oleh ICAO; (iii) optimalisasi pemanfaatan rute PBN diIndonesia; serta (iv) kebijakan pengembangan kompetensi SDM, khususnya AirTraffic Controller (ATC), dalam mendukung transisi dari teknologi navigasikonvensional ke berbasis satelit.Penelitian ini menggunakan metode mix method, merupakan kombinasi daripendekatan kuantitatif dan kualitatif. Pendekatan kuantitatif dilakukan denganmenggunakan aplikasi statistik Structural Equation Modelling (SEM) berbasisPartial Least Square (PLS). Sementara itu, pendekatan kualitatif melaluipenyebaran kuesioner, wawancara, dan FGD, selanjutnya dianalisis menggunakanaplikasi NVivo.Hasil penelitian menunjukkan beberapa temuan penting: (i) terdapatpengaruh positif dan signifikan antara Dimensi Keberlanjutan dan TujuanTransportasi terhadap Strategi dan Model Bisnis Berkelanjutan pada segmenpenerbangan jelajah di Indonesia, baik secara langsung maupun melalui variabelPBN sebagai variabel intervensi; (ii) inisiatif ICAO terkait penerapan PBN secaraglobal diwujudkan melalui peningkatan infrastruktur, salah satunya dengandisusunnya National Air Navigation Plan (NANP) di Indonesia; (iii) optimalisasirute PBN di Indonesia—melalui perbaikan akurasi data, peningkatan kemampuanpesawat (aircraft capabilities), dan investasi; serta (iv) pelatihan SDM—menjadiinstrumen utama untuk mendukung pengembangan keahlian SDM dalamimplementasi PBN.Implikasi dari penelitian ini adalah bahwa hasilnya dapat dijadikan acuan bagipemerintah dan pemangku kepentingan penyelenggara layanan navigasipenerbangan dalam merumuskan kebijakan untuk menerapkan PBN. Kebijakan inibertujuan mendukung pengembangan sektor navigasi penerbangan yang andal danberkelanjutan, sekaligus memperkuat konektivitas udara di Indonesia sebagainegara kepulauan

A A new aviation navigation concept has been developed and declared by ICAOto improve the safety, capacity, efficiency, and sustainability of the global airtransport system. This concept adopts the Communication, Navigation,Surveillance - Air Traffic Management (CNS-ATM) system, focusing onimplementing the Performance-Based Navigation (PBN) system. The purpose ofthis study is to analyze and assess several aspects, namely: (i) the impact of theimplementation of PBN procedures in supporting sustainable air transport businessobjectives and the development of flight navigation infrastructure; (ii) theimplementation of flight navigation in Indonesia by the standards and practicesrecommended by ICAO; (iii) the optimization of PBN route utilization in Indonesia;and (iv) HR competency development policies, especially Air Traffic Controller(ATC), in supporting the transition from conventional to satellite-based navigationtechnology.This research uses a mixed method that combines quantitative and qualitativeapproaches. The quantitative approach was conducted using a Structural EquationModelling (SEM) statistical application based on Partial Least Square (PLS).Meanwhile, the qualitative approach involved the distribution of questionnaires,interviews, and FGDs, which were then analyzed using the NVivo application.The results showed several important findings: (i) There is a positive andsignificant influence between the Sustainability Dimension and TransportationObjectives on Sustainable Business Strategies and Models in the cruise flightsegment in Indonesia, both directly and through the PBN variable as an interveningvariable; (ii) ICAO initiatives related to the implementation of PBN globally arerealized through infrastructure improvements, one of which is the preparation ofthe National Air Navigation Plan (NANP) in Indonesia; (iii) Optimisation of PBNroutes in Indonesia - through improving data accuracy, increasing aircraftcapabilities, and investment; and (iv) HR training - is the main instrument to supportthe development of HR expertise in PBN implementation.This research implies that the results can be used as a reference for thegovernment and stakeholders of flight navigation service providers in formulatingpolicies to implement PBN. This policy aims to support the development of areliable and sustainable aviation navigation sector while strengthening airconnectivity in Indonesia as an archipelago
