K Kantor pelayanan utama bea dan cukai tipe a tanjung priok merupakan kantor pelayanan bea dan cukai dengan jumlah pegawai terbesar di bawah kementerian keuangan, sehingga manajemen sumber daya manusia dan pemenuhan hak-hak kepegawaiannya perlu menjadi perhatian. pemenuhan hak kepegawaian salah satunya terkait dengan kenaikan gaji berkala (kgb), yaitu kenaikan gaji yang diberikan kepada pegawai negeri sipil (pns) yang telah memenuhi masa kerja golongan dan diberikan setiap 2 (dua) tahun sekali. kenaikan gaji berkala (kgb) ini diproses pada aplikasi bernama hris kemenkeu. terdapat beberapa kendala yang dapat mempengaruhi lancarnya prosedur kenaikan gaji berkala ini, yaitu keterbatasan akses data ke aplikasi, sistem yang masih menggunakan metode semi otomatis, keterlambatan pengajuan kenaikan gaji berkala, dan pengaduan ketidaksesuaian kenaikan gaji pegawai. tulisan ini meninjau kendala dalam proses penggajian pegawai di kantor pelayanan utama bea dan cukai tipe a tanjung priok serta solusi untuk mengatasi kendala tersebut.
C Customs and excise major servicing office type a tanjung priok is the customs and excise service office with the largest number of employees under the ministry of finance. therefore, human resource management and the fulfillment of employee rights need to be prioritized. one aspect of fulfilling employee rights is related to periodic salary increases (kgb), which are salary increments granted to civil servants (pns) who have met their requirements and are given every two years. these periodic salary increases (kgb) are processed using an application called hris kemenkeu. several obstacles can affect the flow of this periodic salary increase procedure, including limited data access to the application, a system that still uses semi-automatic methods, delayed submission of periodic salary increase requests, and complaints of discrepancies in employee salary increases. this paper reviews the obstacles in the employee payroll process at the customs and excise major servicing office type a tanjung priok as well as the solutions to overcome these obstacles.
