A Abstrakpenelitian ini bertujuan untuk menganalisis strategi corporate socialresponsibility (csr) berbasis community entrepreneurship untuk pemberdayaanpenyandang disabilitas di sektor hulu migas. studi kasus dilakukan pada csrprogram oleh pt pertamina hulu rokan field rantau, menggunakan pendekatankualitatif dengan model evaluasi input–process–output–outcome–impact ipo-oi.hasil menunjukkan bahwa program meningkatkan kapasitas kewirausahaan dankepercayaan diri penyandang disabilitas. temuan ini memberikan kontribusi bagipengembangan strategi csr yang lebih inklusif dan berkelanjutan dan metodetriangulasi sumber data melalui wawancara mendalam, observasi lapangan dananalisis dokumen.hasil penelitian menunjukkan bahwa pada tahap input, perusahaan telahmengidentifikasi kebutuhan komunitas secara partisipatif dan menyediakan sumberdaya memadai. tahap proses mencerminkan pelatihan berbasis praktik danpendampingan yang adaptif. tahap output menghasilkan peningkatan keterampilanteknis dan terbentuknya unit usaha mikro. pada tahap outcome, teridentifikasipeningkatan kemandirian ekonomi dan transformasi pola pikir peserta. sedangkanpada tahap impact, terlihat penguatan pengakuan sosial serta keberlanjutan usahayang diperkuat melalui dukungan regulatif berupa qanun perlindungan penyandangdisabilitas.implikasi dari penelitian ini menegaskan pentingnya pendekatan csr berbasiskebutuhan riil komunitas, kolaborasi multipihak, serta pendampingan berkelanjutanuntuk menciptakan transformasi sosial yang inklusif. penelitian ini berkontribusidalam pengembangan model evaluasi csr berbasis ipo–oi di bidangpemberdayaan sosial-ekonomi komunitas difabel, khususnya di sektor hulu migas.kata kunci: csr, community entrepreneurship, penyandang disabilitas, evaluasiipo–oi, pemberdayaan inklusif.
A Abstractthis study aims to an analysis of csr strategies based on communityentrepreneurship for empowering persons with disabilities in the upstream oil andgas sector. a case study was conducted on the csr program of pt pertamina hulurokan, field rantau, located in aceh tamiang regency. this research adopts aqualitative approach using the input–process–output–outcome–impact (ipo–oi)evaluation model and triangulates data sources through in-depth interviews, fieldobservations, and document analysis.the findings show that, in the input stage, the company identified community needsthrough participatory mapping and provided adequate resources. the processstage involved practical-based training and adaptive mentoring. the output stagedemonstrated increased technical skills and the establishment of micro-enterprisesmanaged by persons with disabilities. the outcome stage revealed improvements ineconomic independence, entrepreneurial mindset transformation, and theformation of social networks. in the impact stage, social recognition of persons withdisabilities increased, and the sustainability of post-program businesses wasstrengthened through regulatory support, including the issuance of a local qanunfor disability protection.the implications of this research emphasize the importance of csr approaches thatare grounded in real community needs, sustained mentoring, and multi-stakeholdercollaboration to achieve inclusive socio-economic transformation. this study alsocontributes to the development of the ipo–oi-based evaluation model for csrprograms focused on the empowerment of people with disabilities.keywords: csr, community entrepreneurship, persons with disabilities, ipo–oievaluation, inclusive empowermentxiv
